Meetings comprise twenty-four competitors with no reserves.
The draw positions are determined by a seeding committee. The highest-seeded riders are allocated the lowest riding numbers.

In Heats 1 to 14, riders take the starting gate positions indicated. For the Grand Final, the first-placed riders in the Semi-Finals have first and second and choice of gate positions, the second-placed riders have third and fourth choice, whilst the third-placed riders have fifth and sixth choice; the rider with the lowest riding number in each category chooses first. Gate A is on the inside of the track, whilst Gate F is on the outside.
Where two or more riders fail to finish in a heat, excluded riders followed by riders completing the least distance are placed lower.
The final classification is determined as follows:
1st in Heat 15 = 1st place
2nd in Heat 15 = 2nd place
3rd in Heat 15 = 3rd place
4th in Heat 15 = 4th place
5th in Heat 15 = 5th place
6th in Heat 15 = 6th place
1st in Heat 14 = 7th place
2nd in Heat 14 = 8th place
3rd in Heat 14 = 9th place
4th in Heat 14 = 10th place
5th in Heats 10 & 11 = 11th & 12th place*
6th in Heats 10 & 11 = 13th & 14th place*
5th in Heats 8 & 9 = 15th & 16th place*
